Amsterdam to get scum village

Amsterdam is famously laid back with prostitution and marijuana, but has zero tolerance of rowdy neighbours. The Dutch capital is set to create "villages for scum" to which anti-social tenants will be exiled and re-housed in caravans or containers with "minimal services" under constant police supervision. The Daily Telegraph reports that Amsterdam's mayor, Eberhard van der Laan, has tabled the tough new plan to tackle 13,000 complaints of anti-social behaviour by families in government housing every year. Amsterdam already has stringent anti-social regulations in place. Dedicated "hit squads" of municipal officials identify the worst offenders who are dispatched for a compulsory six-month course in how to behave. Those who show no improvement face eviction and homelessness. The latest proposal is a step ahead and echoes a proposal from the far-right politician Geert Wilders who has said; "Repeat offenders should be forcibly removed from their neighbourhood and sent to a village for scum."But the Dutch Parool newspaper observed how in the 19th century, troublemakers were moved to special villages outside Amsterdam. However, the villages were rarely successful. While they did segregate the "good from the bad", the "scum villages" descended into sink estates plagued with crime.
